For each of these criteria, there is a weight and a minimum cut grade. If you reach this minimum cut score you are eligible to apply for the provincial selection base.
Until August 17, 2018, this selection was made through the Mon Projet Québec, which is the system that managed the immigration program of the Qualified Worker.
How did the Québec Worker Program work?

Based on this, the government will make you an invitation and you will become eligible to apply for permanent residence.
